PEI works contracts with community- based programs and agencies to provide a variety of services that help prevent abuse, neglect, delinquency, and truancy of Texas children. PEI recently hosted community meetings in several areas throughout the state to discuss a potential expansion of the Healthy Outcomes through Prevention and Early Support (HOPES) Program as well as a new Military Families Initiative. The CBCAP program informs parents of prevention services in their communities and encourages them to use them. It also strengthens community and parental involvement in child abuse prevention efforts. CBCAP funds a variety of contracts with community- based organizations to provide child abuse and neglect prevention services. These include the Help for Parents, Hope for Kids campaign, which reaches out to parents with advertising and inspirational testimonials, and gives them a website (Helpand. Hope. org) for prevention and support services statewide. Community- Based Family Services. This program serves families investigated by CPS who were designated low priority, were considered low- risk cases, or who did not have confirmed allegations of abuse or neglect. Approaches communities use to prevent delinquency have included mentoring, youth- employment programs, career preparation, and alternative recreational activities. Communities prioritize and fund specific prevention services according to local needs. CYD services are available in 1. Texas ZIP codes. In addition, each contractor must create or participate in an existing community- based collaborative committee or group to help integrate CYD into the community. Healthy Outcomes through Prevention and Early Support (HOPES)Project HOPES is a community- based program providing child abuse and neglect prevention services that target families with children between 0- 5 years of age. DFPS has contracts with community organizations in targeted counties, that provide a home- visiting program as well as services that promote child welfare, early childhood education, and other family services. Helping through Intervention and Prevention (HIP)The HIP program provides free, voluntary services to families that build a positive, nurturing home environment and prevent child abuse. Eligible families are: Parents who previously had their parental rights terminated due to child abuse and neglect within the past two years. Those who have had a child die due to child abuse or neglect within the past two years, and who currently have a child, birth to twenty- four months of age. Current and former foster youth who are pregnant, have recently given birth, or are parenting a child up to twenty- four months old, including single teen fathers. Each STAR contractor also provides universal child abuse prevention services, ranging from local media campaigns to informational brochures and parenting classes.
